Trump Administration Secures Water Deal with Mexico to Aid Texas Farmers

In a historic move to support Texas agriculture, President Donald Trump has secured a renewed commitment from Mexico to fulfill its water delivery obligations under the 1944 Water Treaty. This comes after high-level diplomatic engagement led by Secretary of State Marco Rubio, Agriculture Secretary Brooke Rollins, and Deputy Secretary of State Christopher Landau.

Under the new agreement, Mexico will immediately transfer water from international reservoirs and increase the U.S. share of flow in six Rio Grande tributaries through the end of the current five-year water cycle. These actions are expected to provide critical relief to American farmers, ranchers, and municipalities in Texas’ Rio Grande Valley who have faced mounting water shortages in recent years.

The deal also includes a bilateral commitment to develop a long-term strategy to ensure Mexico meets its treaty obligations. This plan will involve additional monthly transfers, regular consultations, and coordinated efforts to address existing water debts—while also considering the needs of water users in Texas.

The United States expressed gratitude to Mexican President Claudia Sheinbaum for her active role in facilitating cooperation within her government to address the water crisis.

“We commend President Sheinbaum’s leadership and dedication to fostering a cooperative path forward,” the U.S. State Department said in a statement. “Our ongoing collaboration with the Government of Mexico will not only support treaty compliance but also advance water conservation efforts and predictable deliveries to communities on both sides of the border.”

The agreement marks a significant diplomatic achievement aimed at mitigating the effects of water scarcity and strengthening cross-border resource management.
