The African Development Bank (AfDB) and the Government of Mozambique have completed the 2025 Country Portfolio Performance Review (CPPR), a strategic move aimed at maximizing the impact of the Bank’s $1.3 billion active development portfolio in the country.
Held from June 18 to 19, the review brought together high-level stakeholders from across government ministries and Project Implementation Units to evaluate progress and tackle barriers to effective project delivery. The session marked a renewed commitment to results-driven development that advances Mozambique’s economic transformation and improves the lives of its citizens.
Mozambique’s Minister of Finance, Carla Alexandra Loveira, emphasized the critical importance of the CPPR process. “This is more than just a meeting,” she stated. “It’s an opportunity to jointly examine our progress, draw lessons from past experiences, and fine-tune our strategies. We must confront implementation challenges head-on to ensure timely and effective execution of the projects that matter most to our people.”
The active portfolio under review includes 42 operations spread across 32 projects as of April 2025. The majority of investments are concentrated in the energy sector (51%), followed by transport (28%), agriculture (16%), water and sanitation (2%), economic governance (2%), and social sectors (1%).
AfDB’s Country Manager for Mozambique, Macmillan Anyanwu, reiterated the Bank’s commitment to development results. “This review demonstrates our shared responsibility in ensuring that every dollar invested translates into real improvements in the lives of Mozambicans,” he said. “We are determined to overcome bottlenecks and fast-track the delivery of transformative projects.”
Key focus areas discussed during the workshop included improving operational quality, enhancing project implementation capacity, simplifying Bank supervision processes, and strengthening coordination among donors.
The outcome of the 2025 CPPR will inform an updated Country Portfolio Improvement Plan (CPIP), detailing concrete steps to address challenges identified during the review. This strategic document will be submitted to Mozambique’s Minister of Finance and sector ministers for endorsement later this June.
The AfDB remains one of Mozambique’s major development partners, and this latest review sets a solid foundation for continued collaboration and greater impact in the years ahead.
