DRC and Rwanda Take Major Step Toward Peace and Economic Cooperation

Representatives from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda have taken a major step toward strengthening peace and economic ties by initialing the full text of the Regional Economic Integration Framework (REIF) during the fourth Joint Oversight Committee meeting held in Washington, D.C.

The framework, overseen by U.S. Under Secretary Hooker and Senior Advisor Boulos, outlines key areas of cooperation aimed at fostering development, investment, and regional growth. Its implementation will depend on the successful execution of security and operational measures under the Washington Peace Agreement signed on June 27, 2025.

During the meeting, participants—including representatives from the United States, the State of Qatar, the Republic of Togo (as African Union mediator), and the African Union Commission—reviewed progress made so far and acknowledged delays in certain aspects of implementation. They reaffirmed their commitment to neutralizing armed groups such as the FDLR, advancing force disengagement, and avoiding hostile actions or rhetoric that could undermine peace efforts.

The Committee also discussed ongoing negotiations in Doha between the DRC government and the AFC/M23 group, noting progress on prisoner exchanges and the establishment of a ceasefire monitoring mechanism on November 5. Qatar provided updates on these efforts, which the Committee praised as critical to consolidating peace in the region.

The meeting concluded with both the DRC and Rwanda expressing gratitude to the United States, Qatar, the African Union, and Togo for their continued support toward achieving lasting peace and stability in eastern DRC and the wider Great Lakes region.
