DRC and Rwanda Sign Landmark Peace Agreement in Washington

 

In a historic breakthrough for the Great Lakes region of Africa, the Democratic Republic of the Congo (DRC) and the Republic of Rwanda have officially signed a comprehensive Peace Agreement, marking a new chapter in the relationship between the two nations.

The Ministerial signing ceremony, held on June 27, 2025, in Washington D.C., was hosted by U.S. Secretary of State Marco Rubio, alongside Under Secretary for Political Affairs Allison Hooker and Senior Advisor Massad Boulos, who has led months of negotiations between the two countries.

Representing their governments were Foreign Minister Thérèse Kayikwamba Wagner for the DRC and Foreign Minister Olivier Nduhungirehe for Rwanda. The event drew the presence of notable international observers, including African Union Chairperson Mahmoud Ali Youssouf, Togolese Foreign Minister Robert Dussey, and Qatari Minister of State Mohammed bin Abdulaziz Al-Khulaifi.

“This agreement marks a pivotal moment in the pursuit of peace and prosperity for Central Africa,” Secretary Rubio stated during the signing.

The Peace Agreement, which entered into force immediately upon signing, builds on the Declaration of Principles signed earlier on April 25, 2025, and addresses critical issues of governance, security cooperation, and economic integration between the two nations.

Analysts believe this could end decades of distrust and cycles of violence, particularly in eastern DRC, where armed conflicts have repeatedly undermined regional stability.

Regional & Global Support
The agreement enjoys the backing of key regional and international players. The African Union, Qatar, and Togo have been active partners in the peace process, and the United States has pledged ongoing support to ensure its full and timely implementation.

Looking Ahead
As part of next steps, the U.S. plans to host a Summit of the Heads of State at the White House in the coming weeks. The goal is to strengthen the peace accord and explore mutual economic opportunities for both countries and the broader region.

This milestone signals renewed hope for the people of DRC and Rwanda and stands as a testament to diplomacy, regional cooperation, and the enduring pursuit of peace in Africa.
